ISPM-15 Canada: A Complete Compliance Guide for Exporters

Your freight forwarder called and said the crate “needs the stamp.” Or your customer in Germany sent a one-line email asking for ISPM-15 certification. Either way, you are now responsible for a rule nobody ever explained to you, and the truck leaves Thursday.

Here is the part that catches people out. The wood around your product is regulated cargo in its own right. A perfectly compliant machine inside a non-compliant crate still gets refused at the border. ISPM-15 Canada requirements apply to the packaging, not to the goods you are selling.

This guide covers what ISPM-15 is, what the Canadian Food Inspection Agency requires before wood packaging leaves the country, what the marks on the stamp mean, and how to make sure your shipment clears. Plain English, and no regulatory shorthand without a translation.


What ISPM-15 Is and Why It Exists

ISPM-15 is International Standard for Phytosanitary Measures No. 15, an International Plant Protection Convention standard covering solid wood packaging that moves between countries. It requires that pallets, crates, dunnage and similar wood packaging be debarked, treated to an approved schedule, and marked with an internationally recognized stamp so inspectors can verify treatment on sight.

The International Plant Protection Convention (IPPC) is a treaty body associated with the Food and Agriculture Organization of the United Nations. It writes the standards; individual countries write them into their own law and enforce them at their own borders.

The reason the standard exists is simple, and it is not paperwork. Raw wood is an excellent hiding place for wood-boring insects. A beetle larva sitting inside a pallet deck board does not care that the pallet is crossing an ocean. Several of the worst forest pest introductions on record arrived in packaging, not in nursery stock or timber. Treating and marking the wood gives an inspector a way to clear a load in seconds instead of dismantling it.


What counts as wood packaging material

The standard applies to solid wood packaging material (WPM): pallets, skids, crates, boxes, packing cases, dunnage, load boards, cable drums, spools and pallet collars. If it is made from raw wood and it is holding, blocking or carrying your product, assume it is in scope until you confirm otherwise.

Wood-based panels manufactured using glue, heat and pressure — plywood, oriented strand board, particleboard and veneer — are handled differently from solid wood, because the manufacturing process itself destroys pests. So are processed materials such as paper, wood wool and shavings. Do not read that as a blanket exemption for your crate. A plywood-sheathed crate almost always sits on solid wood skids and is framed with solid wood cleats, and those pieces are in scope. Confirm the current scope list with CFIA rather than working from a rule of thumb.

More than 80 countries apply ISPM-15 requirements, and each one enforces them its own way. That is why the treatment is international but export wood packaging requirements vary by destination, and the answer to “will this clear?” is always destination-specific.


ISPM-15 Canada Rules: What the CFIA HT Program Requires

Canada’s requirement is short and specific. Wood packaging material accompanying goods exported from Canada must be debarked and heat treated to a minimum temperature of 56°C for a minimum of 30 continuous minutes throughout the entire wood profile, including its core. It must then be stamped by a facility registered under the Canadian Food Inspection Agency’s Heat Treated Wood Products Certification Program, usually shortened to the HT program.

The governing document is CFIA directive D-13-01: Canadian Heat-Treated Wood Products Certification Program. If you ever need to point a customer or a broker at the actual rule, that is the reference to give them.

One point worth being precise about, because it gets misdescribed constantly: CFIA does not inspect and certify each shipment. CFIA registers and oversees the facilities that treat and mark wood. Registration is not self-declared either. A facility is audited and monitored on CFIA’s behalf by an accredited agency. The bodies named by CFIA include the Canadian Lumber Standards Accreditation Board (CLSAB), the Canadian Wood Pallet and Container Association, and the Quebec Wood Export Bureau. A registered facility is issued a registration number, and that number appears in the mark it applies.

So when someone asks whether your crate is “CFIA certified,” the accurate answer is that it was built and marked by a CFIA-registered facility under D-13-01.


What “core temperature” actually means

The 56°C figure is not the air temperature in the chamber. It is the temperature at the coldest point of the thickest piece in the load, measured through the wood, and it has to hold there for 30 continuous minutes.

That distinction drives everything about how a treatment run is scheduled. A load of 5/8” deck boards comes up to core temperature far faster than a load of 4x4 skids or heavy oak blocking. Green, wet stock behaves differently again. A chamber can be sitting at temperature for hours while the middle of the thickest timber is still short of the mark.

This is also why probe placement matters to auditors. Registered facilities run temperature probes in the coldest and thickest material, keep the charts, and retain them as records. If you are ever asked to prove treatment after the fact, those records are the proof. Ask your supplier whether they keep them and how long. It is a fair question and the answer tells you a lot.


Debarking — the Requirement Everyone Forgets

Heat treatment alone is not enough. The wood has to be debarked, and this catches people who assume the kiln solves every problem.

The allowance is narrow. Small pieces of bark that are visually separate and clearly distinct may remain if each piece is less than 3 cm wide, regardless of length. If a piece is wider than 3 cm, its total surface area must be less than 50 square centimetres. That is roughly a strip the width of two fingers, or a patch smaller than the palm of your hand. Anything beyond that fails.

The reasoning is practical. Bark and the layer directly beneath it are where most wood-boring pests actually live, and it is also where re-infestation happens after treatment. An inspector at the destination port does not need a probe or a lab to spot a strip of bark on a skid. It is the fastest visual failure there is, which is exactly why it gets checked.

Be aware that some destinations enforce bark more strictly than the ISPM-15 tolerance would suggest, and enforcement practice changes. Before you ship to a market you have not used before, verify the current requirement with CFIA and with the destination country’s national plant protection organization.


The Other Approved Treatments (and Why Canada Runs on HT)

ISPM-15 recognizes more than one approved treatment. You will see all four codes on packaging arriving from other countries, so it helps to know what they mean.

Methyl bromide is the one to watch. Its use has been sharply curtailed internationally on environmental grounds, several countries will not accept MB-marked packaging at all, and some will not permit the treatment domestically. If a supplier offers you MB-treated packaging for an export shipment, check the destination’s position before you accept it.

For Canadian exporters, heat treatment is the practical route. It is the treatment the CFIA HT program is built around, it is accepted everywhere ISPM-15 is recognized, and it leaves no chemical residue to declare.


The Mark — What Gets Stamped and Where

The ISPM-15 mark has four required components:

•          The IPPC symbol — the stylized wheat-sheaf logo, which cannot be substituted with anything else.

•          The two-letter ISO country code — CA for Canada.

•          The unique registration number assigned to the treating facility by the national plant protection organization.

•          The treatment code — HT, DH, MB or SF.

You will sometimes see DB for “debarked” on older marks or on packaging from certain suppliers. It is not a required component. Debarking became mandatory for all treatments in the 2009 revision of the standard, so a separate DB notation is a legacy or optional element rather than something your mark needs.

The mark itself has rules. It must be legible without magnification, durable, and not transferable from one piece to another. It must not be hand-drawn. Under the Canadian program it goes in a visible location on at least two opposite sides, so it can still be read once the unit is loaded and strapped. Red and orange are avoided, because those colours are reserved for dangerous goods labelling. Nothing else goes inside the border of the mark.

What Happens If Your Packaging Isn’t Compliant

The failure does not usually happen in Canada. It happens at the destination, after your product has already travelled, and the options at that point are all bad ones.

Depending on the country, non-compliant wood packaging can be treated on arrival at the importer’s expense, stripped and replaced, re-exported, or destroyed — sometimes along with the cargo it is holding, if the two cannot be separated safely. Add storage and demurrage while it is sorted out, a customer waiting on a delivery date, and in some jurisdictions monetary penalties or a loss of import privileges for the consignee. Your customer absorbs the disruption, and then remembers it.

A short pre-departure check prevents nearly all of it:

•          Confirm the mark is present and legible on every piece of wood packaging before the truck leaves, not after.

•          Keep the treatment records and know who to call for a copy.

•          Do not mix compliant and non-compliant dunnage in the same container. One untreated board contaminates the whole load in an inspector’s eyes.

•          Check repair pieces. If a crate or pallet has been fixed, the replacement boards need to be treated and marked too.

The single most common failure is not the crate at all. It is a properly marked, properly treated crate blocked and braced inside the container with a scrap of untreated 2x4 somebody grabbed off the floor. Treat blocking, bracing and dunnage as regulated packaging, because that is exactly what it is.


Shipping from Southwestern Ontario — Getting It Handled Locally

ISPM-15 Canada requirements are national, but where the work actually gets done is a local decision, and it affects your ship date. If you are exporting out of Woodstock, Ingersoll, London, Brantford, Cambridge, Kitchener–Waterloo, Hamilton, Tillsonburg or anywhere else in Oxford County and the surrounding region, having a CFIA-registered heat treating facility nearby changes the schedule more than people expect.

When the crate is built, treated and stamped in one place, there is no shuttling half-finished packaging to a third-party kiln and back, no second freight leg, and no waiting for someone else’s chamber to free up. That is the difference between a rush export build going out the same week and going out the week after.

Treating and stamping can often be done on customer-supplied wood packaging as well as on new custom wood crate builds. The condition is that the material has to be verifiable — properly debarked, and able to meet the treatment profile. Wood of unknown origin with bark still on it cannot simply be run through a chamber and marked. If you have existing crates you want to reuse for export, have them looked at before you plan around them.


Frequently Asked Questions


Do I need ISPM-15 stamped pallets to ship to the United States?

Not always. A long-standing arrangement covers wood packaging produced in Canada or the US from Canadian or US-origin wood, provided it is free of live pests, weed seeds and soil and travels with the required documentation. Conditions and exclusions apply, and many shippers stamp everything anyway. Verify current requirements with CFIA before relying on it.


Is kiln dried lumber the same as heat treated?

No, and the difference between heat treated and kiln dried lumber [→ /blog/heat-treated-vs-kiln-dried] matters here. Kiln drying targets a moisture content. Heat treatment targets a temperature-and-time profile — 56°C at the core for 30 continuous minutes. Kiln dried wood only satisfies ISPM-15 if that profile was actually achieved, documented, and the material was marked by a facility registered under the CFIA HT program.


Does ISPM-15 apply to plywood crates?

Partly. Panels manufactured with glue, heat and pressure are handled differently from solid wood. But the solid wood frame, cleats, runners and skids in that same crate still have to comply, and most plywood crates have plenty of solid wood in them. Confirm the current scope with CFIA for your build.


Who can apply the ISPM-15 stamp in Canada?

Only facilities registered under CFIA’s Heat Treated Wood Products Certification Program, through one of the accredited agencies that audit on CFIA’s behalf. Registration comes with a facility number that appears in the mark. Applying the mark without being registered is not permitted, and the packaging will not be treated as compliant.
